If it's a laptop then forget about the change USB devices Q (PCs have many ports and many USB devices (kbd, mouse, wifi, etc) connected - sometimes a different arrangement causes device enumeration is a different order).
So, if you just boot to Win 7 setup - press SHIFT+F10 and run diskpart - LIS DIS and LIS VOL - is the USB 3 device listed?
The INF file should be in X:\WINDOWS\INF (usually oem1.inf or oem2.inf) there should also be corresponding .PNF files - are there?
Then try loading from each C:\WINDOWS\INF\OEMx.inf file or use drvload.exe from the command line.
