When it boots to setup, press SHIFT+F10 to open a command console.
Then look at all drives (e.g. use Notepad - File Open or dir C:) - can you find the USB drive?
If you can then problem is caused by using the win8 boot.wim file (e.g. looking for a file like install.esd or something that it cannot find).
If you cannot see the USB drive then probably the boot.wim does not have the correct drivers for your USB controller.
