Yes it does work! Clonezilla 2.2.2 has a bootia32.efi file and a bootx64.efi file and can boot from both a 32-bit and 64-bit UEFI system.
Same for the others I mentioned.
Whatever you are trying to boot to - e.g. Ghost, Clonezilla, pmagic, , Windows, memtest86, etc. MUST have a \EFI\BOOT\bootia32.efi file in it. If it does not have that file then it does not support 32-bit UEFI booting.
The Passmark memtest86 memory test has such a file. You can add that to E2B and it should boot on your HPs (if the E2B is FAT32). For the other OS's. make FAT32 .imgPTNfiles - but each source files MUST contain their own bootia32.efi file.
P.S. Clover is no good for the HP - Clover is useful for booting in MBR mode and then running EFI payloads. Your HP only boots in UEFI mode - so you just need a bootia32.efi file on a FAT32 partition which is what a .imgPTN file will make for you (IF the source supports 32-bit UEFI booting).
To switch to the .imgPTN partition, boot the E2B drive in MBR mode using QEMU, VirtualBox, VMWare, MobaLiveCD.exe or a real MBR BIOS system first.
